Closed: the funder lists this call as closed (deadline 16 October 2026). There are no upcoming calls (checked 20 Oct 2026). Deadline/status rechecked 17 October 2026. No extension or precise closing time was identified in the call and FAQ reviewed; contact the funder before applying.
Original eligibility review: 15 October 2026 · Listed deadline: 16 October 2026 · Specialist international NGO grant.
The Blue Action Fund’s 2026 mangrove call includes India, but it is not a general tree-planting or community-development grant. It is intended for substantial, technically prepared conservation projects with a credible blue-carbon component. Start with the readiness checks below before committing staff time to an application.
Deadline caution: the official current-call page lists 16 October 2026. A closing time and timezone were not published in the reviewed call. Do not assume 11:59 PM IST, and do not treat this article as evidence of an extension.

Who should consider applying from India?
The call requires charitable NGOs or NGO consortia with relevant conservation, restoration, blue-carbon and livelihood experience. Projects need at least 1,000 hectares of mangroves, documented pre-feasibility or feasibility work, access to specialist carbon expertise, environmental and social safeguards, and appropriate national-authority endorsement. A purely conceptual project is not eligible. Check the full eligibility provisions.
For an Indian applicant, the useful question is not “Does our state have environmental needs?” It is “Can our team evidence a qualifying mangrove intervention and deliver the technical, governance and financial work?” A general inland afforestation proposal should not be relabelled as blue carbon to fit the call.
Three clarifications from the official FAQ
The entire 1,000 hectares need not be included in carbon-credit development, but the proposal must distinguish the relevant areas and demonstrate viability. Private companies cannot be lead applicants or consortium members; appropriate specialist services may be contracted. Carbon revenue does not have to materialise during the grant period, although a credible long-term pathway is necessary. Read these clarifications in the FAQ.
How the 25% match-funding requirement works
The match is at least 25% of total project costs, not 25% of the requested grant. The FAQ allows the commitment to be shared across the consortium. It must be committed at application stage, with a credible plan to achieve it; the full amount must be in place by project end. Do not describe an unconfirmed fundraising hope as a committed contribution. Official match-funding clarification.
| Blue Action request | Total project cost | Required match |
|---|---|---|
| €2 million | About €2.67 million | About €0.67 million |
| €3 million | €4 million | €1 million |
| €4 million | About €5.33 million | About €1.33 million |
The calculation is grant request ÷ 0.75 for total cost, then total cost minus grant request for the match. Figures are illustrative and rounded; they are not approved budgets.
Create a contribution schedule showing the source, amount, status, restrictions, evidence and expected availability of each commitment. Reconcile it to the activity budget. Ask the funder about any doubtful in-kind item before counting it. Our project budget guide can help separate expenditure from financing.
Build an evidence file, not just a persuasive narrative
The following is an editorial organisation method, not an additional sponsor checklist. Use a simple evidence register with four columns: claim, supporting file, responsible person and unresolved issue.
| Working file | What your team should be able to explain |
|---|---|
| Site and area map | Which boundaries and hectare figures the proposal uses, with the source and date of each estimate |
| Technical readiness | Which assessments already exist, which conclusions they support and what remains uncertain |
| Community and governance | Who participates in decisions, how concerns are recorded and who has authority to make commitments |
| Delivery team | Named roles, availability, contractual arrangements and evidence of comparable work |
| Finance and risks | Budget assumptions, contribution evidence, financial responsibilities and fallback actions |
Do not conceal an unresolved land, carbon-rights or partner-role issue inside a generic “stakeholder consultation” paragraph. Make the uncertainty visible and identify the next decision needed. A clear limitation is more useful for internal approval than a confident claim the team cannot substantiate.
How to submit the Blue Action Fund application
Use the Grant Application Blue Carbon Template on the official documents page, alongside the Grant Procedures Manual and environmental/social guidance. The call-specific results matrix replaces the generic matrix mentioned in the manual.
Send the completed application in Word or PDF format, under 5 MB, to grants@blueactionfund.org. The specified subject format is [your organisation] Grant Application. Follow the call’s submission instructions and check for changes immediately before sending.
Save the final submitted version, the sent email and any acknowledgement. These are useful records, but a sent email is not an award. Keep one owner responsible for monitoring the official contact inbox so clarification requests are not lost between team members.
Final go/no-go review
Hold a short review with the project lead, finance lead and authorised signatory. Check that the map, budget and narrative use the same scope; that commitments are accurately labelled; and that every essential partner has seen the version being submitted. Do not sign on behalf of another organisation without authority. Use our proposal review checklist to structure the final read.
India-specific receipt check: foreign-contribution eligibility must be resolved separately from the funder’s approval. Appropriate FCRA registration or prior permission and lawful banking/reporting arrangements are required before receiving foreign contribution. Do not assume a consortium arrangement permits onward transfers in India. See the Government of India’s FCRA explanation and obtain project-specific professional advice.
Frequently asked questions
Can an NGO start from a fresh idea just before the deadline?
Not under the readiness conditions described above. Do not invent feasibility evidence or partner commitments to meet a date.
Is a grant from Blue Action the same as approval to sell carbon credits?
Do not treat a funding decision as a substitute for the applicable project, land, carbon-market or regulatory approvals. Establish the required pathway with competent advisers and authorities.
Can NGOGrant guarantee selection or submit on the funder’s behalf?
No. NGOGrant provides independent guidance. Applications go to Blue Action Fund, and the funder controls assessment and selection.
Next step: run the readiness and match-funding checks, then use the current official template. View the funding-directory entry or explore other funding routes.
