What projects are sought?
Two themes are listed: Road safety and mobility and Environment (Water Resilience). (The RFP notice and the project portfolio both refer to “three thematic areas” but describe only these two.)
Road safety and mobility: prevention of highway crash deaths, protection of young two-wheeler riders and better emergency response in the golden hour. Water resilience: groundwater recharge, water circularity and reuse with measurement, digital intelligence and technology where appropriate.
The project portfolio describes four projects: Vision Zero Fatality Districts (high-risk National Highway corridors; Pune, Coimbatore and Bengaluru are named); Ride4Life (young two-wheeler riders aged 18 to 30, within about 150 km of a BGSW office in Bengaluru, Coimbatore, Hyderabad or Pune); Ambulance Rapid Response (Hyderabad initially, with possible extension to Pune); and Building Water-Resilient Communities Through Recharge, Reuse and Digital Innovation (Bengaluru and Hyderabad first). The water project runs in four phases (Pilot, Optimise, Scale, Institutionalise), with funding in tranches linked to delivery milestones. One application is needed per project.
For all projects, a technology partner is “preferred, but not mandatory”.
Who is eligible?
The application form sets mandatory thresholds. The lead applicant must be a legally registered non-profit: a society, trust or Section 8 company. The mandatory criteria are: more than 5 years of existence as of 31 March 2026; annual expenditure of at least ₹5 crore in FY 2025-26; audited financial statements for FY 2025-26; at least 5 years’ experience in the chosen theme, including comparable projects with budgets of at least ₹5 crore; and at least 3 years’ experience working with government departments or agencies.
Registrations: “PAN, 12AB, 80G, CSR-1 and FCRA registration / prior permission, where applicable.” The form also asks for a NITI Aayog Darpan ID (or other government registration), 10(23C)/35(1) registration as applicable, and audited financial statements, income tax returns and Form 10B for FY 2021-22 to FY 2025-26. Applicants must have operational presence in at least one of Bengaluru, Hyderabad, Coimbatore or Pune (pan-India organisations are acceptable). Organisations present in two or more of these cities get preference. These stringent criteria mean this is not suitable for every NGO.
