Kadapa Mission Vatsalya NGO-Selection EOI 2026: Operate a Special Needs Children’s Home for Girls
Short answer: The Department of Women Development & Child Welfare, YSR Kadapa District (Andhra Pradesh), wants a registered Society or Trust to run the Special Needs Children’s Home for Girls at Kondayapalli under Mission Vatsalya. You need an active NGO Darpan ID, 3–5 years of running CCIs or disability rehabilitation centres, and three years of audited accounts and ITRs. Deliver a sealed physical application by 31 Oct 2026, 5:00 PM IST. This is an NGO-selection EOI, not a grant. Financial terms: Not disclosed in the notice. Selection is not guaranteed.
What the district is actually asking for
This is not a grant. It is an NGO-selection Expression of Interest to operate and manage an existing home: in the EOI’s words, a “SPECIAL NEEDS CHILDREN’S HOME FOR GIRLS, KONDAYAPALLI (Registered under Section 41 of JJ Act, 2015 under Mission Vatsalya Scheme)”. The organisation selected will run the home “in compliance with Mission Vatsalya Scheme operational standards”.
So the question to ask yourselves is a practical one. Do you already have people who have looked after children with disabilities in a residential setting, and can you put a team in Kondayapalli quickly? If you can, this call is worth the paperwork. If your experience is mostly community programmes or day centres, it probably isn’t a fit this time.

Eligibility, line by line
- “Must be registered under the Societies Registration Act 1860, Indian Trust Act 1882.”
- “Must be actively registered on the NGO Darpan Portal of NITI Aayog with a valid Unique ID.”
- “Minimum 3 to 5 years of experience in running Child Care Institutions (CCIs) or specialized rehabilitation centers for children with disabilities.”
- Audited accounts and ITRs “for the last 3 financial years” (the document list names 2023-24, 2024-25 and 2025-26).
- Experience under the RPwD Act 2016 is “highly desirable”, not compulsory.
- “Must NOT be blacklisted, debarred, or sanctioned…”
If your Darpan ID has lapsed or was never created, sort it out first; nothing else matters without it. Our NGO Darpan registration service (₹1,000, GST included) covers the steps. Still deciding on a legal form for a new organisation? Read Society vs Trust vs Section 8, because only Societies and Trusts are named here; see also Society registration and Trust registration. A newly registered body will not meet the experience or three-year accounts tests for this particular call.
Documents to put in the envelope
The EOI lists nine mandatory enclosures. Keep these ready, and remember the notice says “All the documents must be attested to gazetted officer.” (the checklist also mentions self-attested copies, so do both):
- Registration certificate and bye-laws / trust deed
- NGO Darpan Unique ID proof
- 12A and 80G certificates (see 12A/80G registration if you are missing either)
- Audited statements for 2023-24, 2024-25 and 2025-26, plus ITRs
- Proof of CCI or disability rehabilitation experience
- Affidavit on Rs. 100/- stamp paper (non-blacklisting)
- The filled application form, which also asks for any FCRA/CSR numbers and a copy of any grant-in-aid sanction order
Our Finance Controls & Audit Readiness Pack and NGO Profile & Annual Report templates help if your accounts and track-record write-up are scattered. They do not make you eligible.
How to apply before 31 October
- Download the EOI PDF and the application form from the official YSR Kadapa district notice.
- Fill the form and get every enclosure attested.
- Seal it and deliver it to: O/o District Women Development & Child Welfare & Empowerment Officer, Mission Vatsalya Scheme, D-Block, New Collectorate, Kadapa, YSR Kadapa District-516002.
- Aim to reach the office a day or two early. With a seven-day window, a courier delay is the easiest way to lose this.
The notice is signed by RAMADEVI.P, District Women & Child Welfare Empowerment Officer. You never need to pay an intermediary to apply, and any fee or deposit figure you see on third-party tender aggregators is not in the official notice.
Do you need FCRA?
No. This is a domestic Andhra Pradesh government arrangement under a central scheme, not foreign money. Darpan is the registration that counts here.

Frequently asked questions
Who can apply for the Kadapa Special Needs Children’s Home EOI?
Registered NGOs or Voluntary Organisations under the Societies Registration Act 1860 or the Indian Trusts Act 1882, with an active NGO Darpan Unique ID, 3 to 5 years of experience running Child Care Institutions or rehabilitation centres for children with disabilities, audited accounts and ITRs for the last 3 financial years, and no blacklisting or debarment. Section 8 companies are not named among the eligible entity types.
What is the last date and how is the application submitted?
The notice says “31.10.2026 (by 5:00 PM)”, which we read as 31 Oct 2026, 5:00 PM IST. Submission is offline only: a sealed application with the full form and enclosures delivered to the O/o District Women Development & Child Welfare & Empowerment Officer, Mission Vatsalya Scheme, D-Block, New Collectorate, Kadapa, YSR Kadapa District-516002.
What are the financial terms for the selected NGO?
Not disclosed in the notice. This is an NGO-selection EOI to operate the home, not a grant, and the notice gives no figure. Selection is decided by the district department and is not guaranteed.
Can an NGO from outside Andhra Pradesh apply?
The EOI text does not restrict applicants by state, so a qualifying Society or Trust from anywhere in India can apply. The home itself is at Kondayapalli in YSR Kadapa district, so the organisation must be able to run it on the ground there.
Is FCRA registration needed for this call?
No. This is a domestic government arrangement, not a foreign grant. The application form has a field for an FCRA number, but the notice does not make FCRA a condition. NGO Darpan registration, on the other hand, is mandatory.
Important: NGOGrant.in does not award or guarantee grants. Free information and official links are always free. Any fees are only for documentation / proposal preparation help — never for “sanctioning” a grant. Beware anyone who takes money to guarantee funding.
