Museum Grant Scheme for NGOs: Up to ₹5 Crore for a New Museum
Scheme page, 2021 guideline, Lok Sabha reply and PIB release last verified 22 Oct 2026
Short answer: Registered societies and trusts anywhere in India that have existed for at least three years can apply under the Ministry of Culture’s Museum Grant Scheme (Category III): up to ₹5 crore for a new museum or ₹4 crore for an existing one, covering up to 80% of project cost (90% in the North-Eastern region including Sikkim). The scheme is open throughout the year, with no fixed last date. Apply in Form A with a Detailed Project Report; check the current route on culture.gov.in first.
Applications are processed on a first come, first served basis. Applying does not guarantee funding.
Practical answers
Who should apply
- Societies registered under the Societies Registration Act, 1860 or a similar State law, and Public Trusts, in any State or UT.
- Organisations that have existed for at least three years before applying (the Expert Committee can relax this in exceptional cases).
- Organisations with a well-defined constitution and rules or bye-laws.
Who should skip it
- Organisations that cannot raise their share: the rest of the project cost must be arranged by the applicant, with an undertaking.
- Government or PSU museums looking at the NGO ceilings: Categories I and II cover them.
- Anyone needing a decision by a fixed date: proposals are taken first come, first served.
Documents to prepare
- ☐ Form A with annexures.
- ☐ Detailed Project Report with item-wise estimates (our NGO project proposal guide helps structure it).
- ☐ Undertaking to bear the matching share.
- ☐ Audited statements of accounts for the last three years.
- ☐ Annual or activity reports for the last three years.
- ☐ NGO-DARPAN registration number.
- ☐ Other items on the guideline checklist.
What happens next
- The Expert Committee appraises proposals in the order received.
- The Central share is released in 3 instalments in the ratio 2:1:1. The second comes after you use 80% of the first, and the third after full use of the first two, so plan your utilization certificates early.
- The project should be completed within three years of the first instalment. It is a central sector scheme with no State share.

Before you apply: The Ministry asks for an NGO-DARPAN number, three years of audited accounts and annual reports. If your basics are not in place, see our NGO Darpan registration and 12AB and 80G registration services. 12AB/80G is not listed as a condition of this scheme, but it is part of keeping your NGO grant-ready.
How to apply, step by step
