Utilization certificate format: the practical answers

Short answer: There is no single utilization certificate (UC) format for every grant. Use the form your sanction order, scheme guideline or grant agreement prescribes. For Central Government grants-in-aid, the General Financial Rules (Department of Expenditure compilation updated through 31 January 2026) provide Form GFR 12-A (Rule 238(1)); CSR companies and foundations usually set their own format. Reconcile funds received, spent, advanced and unspent before anyone signs, and attach the supporting schedules.

NGOs preparing a UC for a grant already received from a Government department, CSR company or foundation.
Who should go elsewhere

Central Government grants (official GFR text)
Rule 238(1): for non-recurring grants the sanction order should insist on a UC in Form GFR 12-A, submitted within twelve months of the close of the financial year. Rule 238(2): for recurring grants, the next year’s release follows a provisional UC. Rule 238(3): no UC is needed where the grant reimburses audited expenditure and the sanction says so. Forms that are not for NGO grants
GFR 12-B (Rule 256(2)) is for loans, and GFR 12-C (Rule 239) is for State Governments reporting on Central scheme grants. If your sanction cites another form number, follow the sanction and ask the sanctioning office.

NGOGrant rule: The free page should give the reader a genuinely usable format and explain how to use it correctly. Paid value comes from deeper registers, trackers, workflows and integrated office systems—not from hiding the basic format.

“Utilization Certificate” is often treated as one universal document. It is not.

The correct format depends on the grant agreement, scheme guidelines, sanction order and applicable Government/funder rules.

1. First question: who prescribed the certificate?

Identify:

  • Government Ministry/Department;
  • State authority;
  • CSR company;
  • foundation;
  • donor;
  • another institution.

Then identify the controlling document.

Do not begin by downloading a random GFR certificate.

2. Grant control sheet

Before preparing a UC, record:

  • grant ID;
  • funder;
  • sanction/agreement;
  • project;
  • period;
  • approved amount;
  • release(s);
  • bank account;
  • interest;
  • approved budget;
  • expenditure;
  • advances outstanding;
  • unspent balance;
  • prescribed UC form;
  • signatories;
  • professional certification.

3. Basic free UC working format

This is an internal preparation format, not a prescribed Government form.

Do not call this a prescribed UC if the funder requires a different form.

4. Reconcile before certification

Check:

  • bank;
  • project ledger;
  • grant receipts;
  • interest;
  • advances;
  • expenditure;
  • refunds;
  • unspent balance;
  • budget heads;
  • approved amendments.

The certificate should not be used to hide unresolved advances or unsupported expenditure.

5. Government grants

Government grants may be governed by:

  • scheme guidelines;
  • sanction conditions;
  • applicable General Financial Rules;
  • prescribed forms;
  • Ministry instructions.

GFR-related forms should be used only where the actual Government framework requires them.

Do not apply GFR 12-A to every CSR or private foundation grant.

Example: the MIB community radio grant asks for a utilisation certificate certified by a Chartered Accountant in its own annexure format, alongside original invoices.

6. CSR / private grants

A company may require:

  • its own UC format;
  • CA certificate;
  • project financial statement;
  • expenditure report;
  • budget variance;
  • invoice/evidence sample;
  • bank statement;
  • management certification.

Follow the signed agreement.

7. Signatories

The signatory rule may require:

  • NGO authorised signatory;
  • finance officer;
  • Chartered Accountant;
  • statutory auditor;
  • another professional;
  • Government officer.

Do not add a CA signature line simply because another donor used one.

8. Interest

Check the grant rule.

Possible treatment:

  • add to project fund;
  • report separately;
  • adjust next release;
  • return;
  • another prescribed treatment.

Never assume interest is unrestricted income.

9. Unspent balance

The agreement may require:

  • carry forward;
  • adjustment;
  • extension;
  • refund;
  • revalidation.

Record the funder’s written instruction.

10. Advances

A payment to field staff/vendor is not automatically final utilisation.

Reconcile advances before certification, or disclose them correctly where the prescribed framework permits.

11. Asset purchases

For capital items, maintain:

  • asset ID;
  • invoice;
  • payment;
  • project;
  • location;
  • custodian;
  • funder condition;
  • ownership;
  • closeout treatment.

12. Variance

If expenditure differs from budget:

  • quantify;
  • explain;
  • identify approval requirement;
  • link amendment;
  • state effect on outcome.

13. UC supporting file

Include:

  • sanction/agreement;
  • releases;
  • bank statements;
  • project ledger;
  • reconciliation;
  • advance schedule;
  • budget/amendments;
  • major bills/evidence;
  • asset schedule;
  • interest calculation;
  • previous UC;
  • report submission evidence.

14. Common mistakes

  • Random GFR form used for private grant.
  • Grant approved = grant received.
  • Advance = utilisation.
  • Interest ignored.
  • Budget reallocation without approval.
  • UC figure does not match books.
  • Unspent balance hidden.
  • Wrong reporting period.
  • Professional signature/certificate assumed.

Utilization certificate: common questions

What is the format of a utilization certificate for an NGO?

It depends on who gave the grant. Use the format in the sanction order, scheme guideline or agreement. For Central Government grants-in-aid the General Financial Rules provide Form GFR 12-A; CSR and private funders usually prescribe their own. General information only, not legal advice.

What is GFR 12-A?

It is the form of utilization certificate in the General Financial Rules. Rule 238(1) says the sanction for non-recurring grants should insist on a certificate in Form GFR 12-A. General information only, not legal advice.

When must a UC be submitted for a Central Government grant?

Rule 238(1) of the General Financial Rules says within twelve months of the close of the financial year, unless the sanction or scheme sets its own timing. Check your sanction order. General information only, not legal advice.

Can we use GFR 12-A for a CSR grant?

Only if the company asks for it. CSR companies and foundations normally prescribe their own UC or certificate, so use the format in your agreement.

Who signs the utilization certificate?

Whoever the sanction or agreement names, such as the head of the organisation, the finance lead or a chartered accountant. Do not add a signature line just because another funder used one.

The free page explains preparation. The actual prescribed UC and certification must follow the controlling funder/Government framework. General information only, not legal advice.
